The 5th FCPAE Europe Forum The 2nd VCWI Sino-European Knowledge and Innovation Forum Knowledge Economy: New Momentum in EU-China Cooperation 9 November 2013 The Hague, Netherlands Forum Introduction Knowledge economy is seen as the latest stage of global economic development, which is characterized by continuous technology innovations and new products/services that are developed from such innovations. To maintain a sustainable development, knowledge-driven economy has been on top of many countries’ agenda of development strategy in the 21st century. For example, a central goal of the European Union’s 2020 strategy is to realize a competitive knowledge-based economy. China also sees the importance and seeks to move from a low-cost manufacturing economy to an economy driven by science and technology based innovation. What can we learn from each other’s experiences, and even promote joint initiatives between Europe and China? The key objective of this forum is to bring the broad VCWI and FCPAE network together with global thinkers, policy makers, business leaders, and academic experts, for discussing new opportunities of knowledge and innovation cooperation. Science and Technology have long been the key drivers for innovation, growth, and individual prosperity worldwide. In recent years, Research and Development spending has risen rapidly in China, which is now the world’s second R&D spender behind the United States. While the Netherlands is specialized in knowledge-intensive goods and services, China remains mostly an assembler of goods. Nevertheless, China clearly has the ambition to become a world leading innovator, creating and capturing high-tech value adding, particularly in targeted areas. The governments of the Netherlands, other European countries and China strongly stimulate science, technology and innovation through policy incentives, as witnessed by the continuation of the top sector policy by the new Dutch government and the recently announced increase in spending in science and technology by the new Chinese leadership. Most recently in addition to the establishment of local offices and representatives by different Dutch organisations in China, a new trend is the starting of the Sino-Dutch Joint Research Structures in China by Dutch universities and companies. While it has also been reported that the number of Chinese students coming to study in the Netherlands, supported by private and governmental funding, will continue increase, more intensive collaboration is anticipated to take place between the two countries in the coming years. The 2013 FCPAE Europe Forum and VCWI Knowledge and Innovation Forum will examine the status of Sino-European collaborations in Science, Technology, Innovation and Knowledge Economy and will promote mutual understanding and explore future cooperation perspectives. It also provides a unique networking and idea exchanging opportunity for both organisations and individuals from inside China, and from European countries. Forum Theme Speakers – representatives from governmental organizations, universities and research institutions and from Chinese professionals in European countries – will be invited to give presentations and to attend the round table discussions on following themes: • Short-term and long-term strategies for a sustainable, knowledge-driven economy • Sino-European cooperation prospects in knowledge and innovation • Business opportunities for innovation and entrepreneurship • Opportunities for Sino-European mobility of talents • Joint research centres and activities as mutual beneficial collaborations in science and technology • Establishment and operation of science and innovation parks Preliminary Forum Program The Forum consists of the following main sessions: • Keynote Speech Session on Policies and Strategies: Invited speeches by representatives from China Embassy in the Netherlands (Mr. Xu Chen, Ambassador – Confirmed to be present), Ministry of Science and Technology of China, and Ministry of Economic Affairs in the Netherlands; and business leaders in leading multi-national corporations o China’s new Science & Technology strategy o Knowledge economy in the Dutch way o Innovation strategies from multinational companies • Knowledge and Innovation: Invited speeches from European countries, including from Chinese professionals in Europe, with strategic overviews on various topics in science, technology, and success stories in innovation and entrepreneurship, in transforming innovative ideas into commercial products and services. Topics include, but not limited: o Agriculture & Food o Life science o Sustainable Energy o High-tech materials and systems o Information and Communications Technology (ICT) o Space science and technology • Talents and Collaboration: Invited speeches on the talent strategy, policy, and practices from world’s leading corporations. Invited speeches on the government and/or university level cooperation in research and education collaboration • Science and Innovation Parks: Round table discussion of invited guests from Science and Innovation sites in both Netherlands and China to share their experiences, success stories, opportunities, and challenges ahead. A forum for managers and policy makers to network, brainstorm, and share knowledge • Round table discussion: A panel discussion consists of key policy makers and business leaders, on the new opportunities between Europe and China as they build their knowledge economies Submitting an paper The 2013 FCPAE Europe Forum and VCWI Knowledge and Innovation Forum call for papers, to be published in the proceeding of this event. Papers may be prepared on any subject related to strategic overviews on various topics in science, technology, and success stories in innovation and entrepreneurship, in transforming innovative ideas into commercial products, services, successful cooperation between China and European countries. Both members and non-members of FCPAE’s associations are welcome to submit papers from following sectors, but not limited to: • Agriculture & Food • Life science • Sustainable Energy • High-tech materials and systems • Information and Communications Technology (ICT) • Space science and technology Submission should indicate to which sector the paper is intended to. It is anticipated that more papers will be submitted than oral presentations can be accommodated at this forum. The authors of the selected papers suitable for oral presentation will be invited to give presentation at the Conference. Paper shall be submitted to europeforum@fcpae.com Deadline: The deadline for the full paper submission: September 9, 2013. Accepted papers for the proceeding, and selected oral presentation will be informed by email to the author(s) before September 23, 2013. Paper Format: The full paper shall be submitted in English, and not exceeding four A4 pages, with an abstract of maximum 200 words. All the papers must be in formats of MS Word or RTF. All tables, graphs and pictures associated with the paper must be included with the main text in a single document.
